TERRE HAUTE, Ind. (WTHI) – Vigo County leaders will have to decide how to resolve a discrepancy in the Vigo County Treasurer’s Office. That’s according to the State Board of Accounts. That office says the discrepancies date back several years and total nearly $26,000 that is missing. None of the options available to the county fully satisfy the SBOA. Paul Joyce of the SBOA says his office didn’t find evidence that someone stole the money.
“We were not able to identify necessarily that a theft occurred by an individual person or a group of persons,” said Joyce. “Most of these are going to be identified as postings that were posted incorrectly or not at all.”
How the discrepancy will be handled is a decision that will be made by the county commissioners and council. They have three options at their disposal. First, the county can choose to investigate the discrepancies further to see who or what caused them. The county can also hire someone to conduct that investigation. Lastly, the county can simply adjust the records. In other words, it can accept the balance shown by the bank as its own.
The discrepancies date back before the two terms Dave Crockett served as treasurer. However, Joyce told News 10 the discrepancies not only continued during Crockett’s time in office, they got worse.
“At the end of the day, Dave Crockett, as the elected official is responsible for his office,” said Joyce. “I don’t believe based on anything we saw or the interviews we had that we identified that he had any knowledge that this was going on.”
Joyce further stated Crockett is not culpable for the discrepancies. Joyce says his office would like to see some control, perhaps oversight by the county council, in an effort to protect taxpayers.
“No matter what decision is made, that control needs to be put in place definitely within the county to ensure that this type of thing doesn’t happen again,” Joyce concluded.
Joyce recommends the council place a formal control over the situation, for example, asking to see that the books are reconciled on a monthly basis.
